Background: Mr. Phillips was a member, Deacon and Sunday School Teacher at First Baptist Church Pell City. He was immediate Past District Governor Kiwanis Alabama, currently serves on the Planning and Zoning Commission of Pell City, and is a member and officer of the Sons of American Revolution Cheaha Chapter. He earned a Bachelor of Science in Mechanical Engineering from the University of Alabama in 1965.
He was preceded in death by his parents, Lee and Sadie Phillips.
Survivors: Wife: Jean Phillips, Son: Bill (Lori) Phillips III, Sister: Martha Jane (Coke) Ellington, Grandchildren: Laura Will Phillips
Service: 2:00 pm on Sunday October 26, 2014 at First Baptist Church Pell City. He will lie in state for one hour prior to service time.

Cemetery: Cook Springs Cemetery
Visitation: Saturday, October 25, 2014, 5:00 pm - 8:00 pm at Usrey Funeral Home, Pell City
